ETI developed a version of the Visual EMS software to include reporting requirements that capture PreMIS data, for submission that is compliant with the state of North Carolina’s EMS standards. The PreMIS compliancy enables ETI to provide cities and counties across North Carolina with a standard method of documenting patient care to facilitate tracking of hospital diagnoses and patient outcome information. By streamlining this documentation process ETI’s PreMIS-compliant Visual EMS software exports EMS data for system comparison across agencies, involvement in public health and injury prevention initiatives, and EMS research.
ETI's Visual EMS e-PCR module manages information on patients and the care that was provided to them by the personnel on the scene of an incident. It is fully integrated with CAD systems and customizable to handle an agency’s codes and protocols. Data stored in Visual EMS can be exported for reporting, billing or other purposes and is HIPAA compliant.

About PreMIS
PreMIS is a pre-hospital electronic medical records system for North Carolina, but is much more than a database of EMS information. The project began with a grant from the Department of Transportation and the Governor's Highway Safety Initiative to the North Carolina Office of Emergency Medical Services. The project was subcontracted to the Department of Emergency Medicine at the University of North Carolina-Chapel Hill with Greg Mears, MD serving as the Principal Investigator. PreMIS is currently funded through contracts with the North Carolina Department of Public Health and the North Carolina Office of Emergency Medical Services as a fundamental portion of the state's Bioterrorism Preparedness strategy.
PreMIS provides a method for each EMS provider in North Carolina to enter patient care data into a central database. There are four methods of data entry into the PreMIS database: 1) web browser using the internet, 2) customized application on a PDA, 3) a written form that will be faxed into the database, and 4) import from an established database into the PreMIS database. Other components of PreMIS include: billing export capabilities, technician and provider tracking, and an extensive quality management toolkit.
